to this legislation, is an issue of priorities. as a city, in terms of we, as a body, on the board of supervisors, thinking about the legislative actions that are needed and the things that we need to prioritize as a legislative body, for me, i question whether or not this rises to the level that it should be a priority. not that it's not an important issue, but let's just take the example that this legislation passes and there is a nudity ban in the city and county of san francisco. and let's just say that once the ban is in place, you have a number of individuals who defy the ban, andjru÷et( ÷ actuallyo be nude in public. at some point, law enforcement will be called in to enforce the law that was just passed, and at jp$éó point, resources will be expended by our law enforcement agencies to enforce thatwjp law. i represent district 9. district 9 includes the neighborhood of the mission, which actually shares a police station with district 8, with the castro. mission station, mission police station, serves both the castro and the mission. and i]b@%Ñ can tell you that evy time that an incid

is to simply think about some of the priorities that we should have as a body, not only priorities in terms of the individual projects or needs that each one of our districts has, but also collectively the priorities for the city. i know that we have seen a great deal of cooperation between the county transportation authority and the sfmta and i think that it's important for us to continue those efforts. and one of the things that i wanted to see next year is to -- and focus more on how we improve some of the coordination that is taking place among the various city agencies, especially around some of the major projects. i thought, you know, in the last few months we have seen exactly how that coordination, that cooperation has worked well. we also have seen examples of how it hasn't. and, so, to the extent that what we as a funding agency can play a role in facilitating and enhancing that cooperation i would like to see that. and that's one of the items i'd like to have at a future meeting, to have a more in-depth discussion and a conversation, really, with all the different agencies that w

to be addressed appropriately, priorities to be resourced appropriately, and the routine to be put into something so that everyone is aware of it and if it becomes, it changes to one of the other categories it can be addressed. and, last, we talked about how to share that information not only amongst ourselves within that particular command goes, but across the city, outside of the city up to the state and further if resource shortfalls do occur. we talked about a mapping process but more importantly than just that process, really the -- go back to my first point -- is the intent. if we start with a plan that explains what the priorities are, everybody is focused on those priorities. so if the map shows those critical pathways that have to be opened, which i saw yesterday during the medical exercise, the medical community knows what those routes are, they know which one have to be opened in order for citizens to get to those critical places. once that's posted up in the coc, we're all focused on that priority. identifying where those challenges are is really the challenge to understand that co

plans and priorities. in the first two years we discussed a series of operator case studies by the sfpuv on water and wastewater systems and pg&e on gas and electric systems and at&t and tell communications and learned about the city's priorities for roots and response planning for the emergency operation center and the capital program. we launched a independent study last year and making progress on the second objective to understand intersystem dependencies and enhance reconstruction. i love this chart because it showsow interdependent we are with one another. this is part our study that we launched earlier this year. this is a cutting edge project that we know will benefit all of our operators and the cities and regions and residents. the objectives were developed by the councilmembers. first we want to build a workable understanding of our systems interdependencies and the conseqnces of existing conditions and help restoration and response among agencies. we are using a 2006 study and repeat of the earthquake as our scenario event and we will have a complete scenari

for the long term as well as the short term. the ada has a set of priorities that guide you on how you will be serving your property. the ada says a certain party of getting in the front door, but you are logical, you want your customers to access your services. be that steps, be that ramps, if the door is not wide enough, if the landing is not level enough. priority two is actually travel. once you get into your business and start speculating the wits of your files. access to all of your services. of this city making public education a priority. the rainy day fund, as was enacted by the board of supervisors, as was crafted by then supervisor ammiano has to stand on its own terms, it has its own triggers, its own mechanisms for deciding what exactly the school district gets. and to the extent that we are trying to use this supplemental appropriation as a09( #ta way of minimizing the amount given to the school district through the rainy day fund i have a problem with that. so to the extent that this item comes back to us in the form where it is tied to the rainy day fund, i will not be supporting it, and i would encourage parents and folks in the public school community to make sure that they get involved in terms of what happens with this item, because to the extent that we set a precedent here at this board of supervisors, that going forward we're going to tie future funding of the scriblth to the rainy day fund i think we are setting a very dangerous principle, a dangerous principle that ultimately would undermine and could undermine the rainy day fund and its purpose. so i look forward

construction. but we definitely need to keep that issue as one of our top priority in the field. it's actually the third highest risk on this project. talking about risks in our december update, we will elevate our number 1 and number 2 risks on the project to the trend level. which means that the likelihood of those risks to materialize is becoming greater. which means we must start to account for potential impacts for those issues our cost forecast. what we have done significantly, adding $6.9 million for the project for number 1 and number 2 risks. this is the additional excavation under the foundation that i talked to you about, and additional under the dam foundation. this is ongoing, and because of our starting position and that of the contractor is far apart at this point, we anticipate it to take longer. we seek approval for a first project revision that is based on the estimation of the cm. not the change order. because such a revision requires a 30-day notice to our suburban customers. we won't be able to come before you until january 22. and then we will come back to you after the c
